 Partners in the project

  The 9 partners in the project came from 7 different countries. The partners jointly covered all the expertise needed to execute the project: a contractor building railways, a consultant on quality and harmonisation in welding, a European organisation representing welding institutes and welding institutes themselves with expertise in education, training, qualification and certification of welders.

The project has been managed by TWI, which has a long and successful track record in managing such projects. The project has been co-ordinated by Ir. J.B. van den Brug Raadgevend Ingenieur (RI), an engineering consultancy firm with international experience in the development of quality management systems for harmonised education in welding.

 TWI Ltd (promoter)

 TWI (The Welding Institute) is one of Europe's largest independent research and technology organisations.
 It is the only single source of expertise in every aspect of joining technology for engineering materials.

 TWI is internationally renowned for bringing together multidisciplinary teams to implement established or
 advanced joining technology, or to solve problems arising at any stage from initial design, materials selection,
 production and quality assurance, through to service performance and repair.

 Over 400 skilled staff are dedicated to helping industry apply all forms of technology safely and efficiently.

 Some 3.000 companies and organisations, representing virtually all sectors of manufacturing industry from over
 50 countries around the globe, benefit from TWI services.

 TWI is host to the Institute of Rail Welding, an organisation of over 900 members dedicated to the adoption of
 best practice in rail welding.


 Ir. J.B. van den Brug Raadgevend Ingenieur (RI) (Co-ordinator)

 Ir.J.B. van den Brug Raadgevend Ingenieur is a registered consulting engineering firm.
 Its role in the project is to prepare, guide, coordinate and control the progress and quality of all project activities,
 to prepare and conduct the workshops and meetings and to draft the curriculum guideline.

 J. (Hans) B. van den Brug directs and owns this consultancy firm, which works on knowledge transfer in welding.
 He is past managing director of the Nederlands Instituut voor Lastechniek (Netherlands Institute of Welding),
 where he set-up the quality system for the certification of welding personnel.

 He is past president of the European Welding Federation, where he is has been active in the harmonisation of
 education, qualification and certification of welding personnel in Europe.

 Lately RI directed the Planning and Implementation Group of the International Institute of Welding to
 harmonise the education and qualification of welding personnel worldwide.


 Schweißtechnische Lehr- und Versuchsanstalt Hannover (SLV)

 SLV (German welding training and research institute) Hannover was founded in 1939. SLV employs a staff of 54
 and has a turnover of about 5 MIO €. The main fields of activities and operations are:

 · Training and further education in the entire area of welding technology (also in the Railway sector)

 · Quality assurance and protection in all welding and material- technology fields (also in the Railway sector)


 SLV qualifies and certifies welding and testing personnel at all levels.
 SLV is an Authorised Training Body of DVS (German Welding Association), the German Authorised National Body
 of EWF. The institute is authorised by different German government authorities for the certification of quality
 assurance systems of companies in several application fields (e.g. structural steelwork, rail bridge and vehicle
 constructions etc.).

 In Germany only SLV Hannover is authorised by the “Eisenbahnbundesamt” for the recognition of companies,
 which are working in the field “welding of rails” for “Deutsche Bundesbahn” and SLV also is registration office for
 materials and consumables.

 With effect from 1 January 2002, SLV Hannover is one of seven SLVs, which work together in GSI mbH
 (Gesellschaft Schweißtechnik International), a company, founded by DVS, combining the knowledge and
 equipment of all 7 SLVs with 650 staff.


 Istituto Italiano della Saldatura (IIS)

 The Italian Institute of Welding was set up in 1948 and enacted in 1961 as a non-profit making organisation,
 on a proposal from the Ministry of Education. The principal aim of IIS is the development of education, research
 and training in welding and allied technologies and, because of its experience, provides technical assistance and
 consultancy services to industry. Besides consultancy, testing and training, the Institute also develops activities
 in the areas of certification and standardisation and issues periodic scientific publications.

 The Italian Welding Institute carries on its own Welding specialization Courses for graduate and non-graduate
 engineers, since 1949. These Courses, which have been recognized by the Italian Ministry of the Education,
 have been improved in the years, taking into account the guidelines that had been prepared by the European
 Welding Federation (EWF); thus leading to the issuing of the certificates of IWE/EWE (international/European
 welding engineers) and IWI/EWI (international/European welding inspectors).

 IIS matured a good capability in elaborating the programmes of the training courses for the qualification of the
 professional figures in welding (both graduate and non graduate) and in maintaining them up-to-date.
 This task is carried on in strict cooperation with industries, in order to fulfil their requirements for qualified
 personnel.

 In this period IIS is working, together with another Italian partner, at the formulation of an “EQUAL 2000”
 project, setting out some distance learning courses, aimed to develop a transnational cooperation to overcome
 inequalities in the labour market.

 Concerning the railway sector, IIS includes among its Members the Italian Railways Authority “Ferrovie dello
 Stato S.p.A.”, and a representative of that Company is also Member of the Board of Directors of IIS.
 In this way IIS is up-to-date with the technological development and is also well informed about the needs in
 the field of the rail track welding.


 VolkerRail

 VolkerRail Support bv, part of VolkerRail bv is part of Koninklijke Volker Wessels Stevin nv (KVWS), a
 construction company for design, development, realization and management of construction projects.

 VolkerRail bv, employing 3.200 motivated and skilled employees, is specialized in construction, maintenance
 and management of railways and rail infrastructure for train, tram and metro.


 European Federation for Welding, Joining and Cutting (European Welding Federation) (EWF)

 EWF is an international non-profit association whose principal aims are:

 - to collaborate in the study and solution of welding-related problems encountered within its fields of
   competence;

 - to contribute to the removal of technical barriers;

 - to act as the representative of the welding community in Europe.


 EWF, in conjunction with the relevant national welding institutes and organisations of 27 European countries,
 has made great efforts in the up dating and harmonisation of training and education in the field of welding
 technology. It was a pioneering organisation in education and qualification, developing the first truly harmonised
 scheme embracing all European countries for the training of personnel at all levels, from crafts people to
 professional engineers.

 It started in the 1980’s an analysis of the existing levels of education in welding in the EU and EFTA countries
 and, upon the results, it was possible to define common harmonised levels of education, training and
 qualification.

 The EWF Committee for Education and Training has prepared Guidelines of courses, giving the contents in terms
 of themes, keywords and minimum times assigned to them.

 The harmonised courses, which are now offered in most European countries, combine underpinning knowledge
 and application experience, thereby providing close links with industrial practice. After the main education,
 special courses for additional education are offered in many special areas, thus providing a specific education
 still closer to the job function.


 Instituto de Soldadura e Qualidade (ISQ)

 ISQ is a private non-profit association, founded in 1965, which provides technical services, develops research
 and development activities and delivers vocational training in an integrated, to national and international clients.

 Presently, ISQ has 700 collaborators, 6 offices in Portugal and branches in Angola, Brasil, China, Macau and
 França.

 As a training organisation, ISQ is certified by APCER (the Portuguese Association of Certification) according to
 ISO 9001:2000, and is accredited by INOFOR (the Portuguese Institute for Innovation in Training) for all the
 domains of the training cycle.

 Its main domains of activity are quality environment and Industrial Safety. For which ISQ has developed
 important training projects, related to professional certification and flexible and Innovative training systems
 (with evaluation of the impact in companies’ productivity).

 In the year 2000, ISQ has launched INSTITUTO VIRTUAL, it’s virtual centre of distance learning and knowledge
 management.

 In parallel, the Training Department of ISQ carries out a Research Activity, with national and international
 partners, aiming product and process improvement. ISQ has over 10 years of experience in preparing and
 managing European funded projects. For the training domains ISQ has promoted or participated up to 100
 projects in different programs (Leonardo, Socrates, Commet, Innovation, Adapt, Youthstart, Now, Equal,
 among many others).

 ISQ has during the course of 2002 been recognised by ANEFA (adults vocational training and education
 association), as a Centre of Validation and Certification of competencies.

 Presently ISQ is leading an European Project (funded under the EQUAL initiative), aiming the development of an
 approach to the e-learning management process, which takes into consideration the low qualified people special
 needs (socially and culturally excluded from the Knowledge Society).

 In parallel, ISQ is leading a project with the Portuguese Employment and Vocational Training Institute (public
 body), to follow up groups of unemployed people, with different levels of qualifications, and provide support in
 the definition of their balance of competencies.


 Svetskommissionen (Swedish Welding Commission) (SWC)

 SWC is a non-profit organization for welding companies. Its primary objective is to promote the development of
 welding and allied processes.
 It was founded as a part of the Royal Swedish Academy of Engineering Sciences (IVA) in 1931.
 The Commission is member of European Welding Federation, EWF, and International Institute of Welding, IIW.

 The Commission has approximately 230 Swedish member companies representing different industrial sectors
 as well as research institutes, universities and training organizations.

 Our main areas of activity are standardization, research coordination, training, education and information.

 The work of the commission is performed by a large number of experts (more than 300) from our member
 companies.
 They are organized in 30 permanent working groups.
 The work of the working groups is administered by a secretariat with four full time technical secretaries.

 One of the working groups is AG 60, Rail track welding, with members representing some 20 companies all
 involved in track welding.

 There are nine track welding companies, four rail way owners (one of them “Banverket”, the main rail way owner
 in Sweden), two rail manufacturers, one university, one certification company, two suppliers of equipment and
 consumables for track welding and last but not least the state owned training centre for track welders,
 Banskolan.

 Banskolan is doing the education, training and certification of track welders for all the Nordic countries


 PRVÁ ZVÁRACSKÁ, a. s. (PZ)

 PZ represents the requirements of the Slovak industry in the area of education, qualification and certification for
 welding personnel. The activities are requested particularly for the highest level of personnel, i. e. welding
 engineers and welding inspectors.

 The PZ’s activities aim especially at:

 · research and development in the field of materials, weldability and technologies of welding, surfacing,
   brazing/soldering, depositing, spraying, cutting and heat treatment of materials

 · research, development, experimental and machines and equipment for welding and allied technologies;
   modules of machines and equipment; weldments, welded structures certification of products from the field of
   welding and declaration of conformity of products in civil engineering

 · education and certification of welding and non-destructive testing personnel

 · certification of quality systems

 · non-destructive testing of materials, joints and welded structures

 · standardisation and informatics in the field of welding and allied technologies

 · publishing activity

 · PZ has been accredited by the Slovak government in accordance with EN 45 013

 · PZ staff is 90 people.
