The EWF is governed by the General Assembly, which is representative of the member organisations. The General Assembly, composed of the members of the association, has full powers for accomplishing the objectives of the association.
The following points fall within the competence of the General Assembly:
 To define the strategy of the EWF and govern its activities
 To give full discharge to the directors
 To approve the budgets and accounts
 To elect and remove directors
 To amend the Constitution
 To define the Technical Committees, Working Groups and appoint their Chairmen
 To review the reports and proposals of the Technical Committees and Working Groups and the action to be taken
 To approve the bye-laws
 To fix the amount of subscriptions fees
 In a general manner, to discuss the proposals on the agenda
 To ensure liaison and co-operation with similar regional or international organisations
 To dissolve the association.
